Shall Ordinance 2016-198, amending Measure Z and Menifee Municipal Code Section 2.32.010 to provide that, if the Mayor of the City of Menifee serves four year terms, then the Mayor of the City of Menifee shall be subject to the same term limitations as are otherwise applicable to members of the City Council of the City of Menifee, be adopted?

Impartial analysis / Proposal

City of Menifee
Measure Establishing Mayoral Term Limitations

The City Council of the City of Menifee (“City Council”) has placed before the voters the question whether to subject the office of the Mayor to the same term limitations as are otherwise applicable to members of the City Council. The proposed term limitation would only apply if the Mayor of the City of Menifee serves four (4) year terms.

Currently, the Mayor of the City of Menifee serves two (2) year terms, while members of the City Council serve four (4) year terms. However, another measure on the 2016 ballot, Measure FF, asks the voters to determine whether to extend the term of the Mayor of the City of Menifee from two (2) years to four (4) years. If Measure FF is passed by the voters, and if this Measure EE is passed by the voters, then any person who has served two (2) successive four (4) year terms or eight (8) consecutive years as Mayor of the City of Menifee shall be ineligible to serve again in that office until an intervening period of two (2) years has elapsed.

If adopted, terms served prior to 2016 shall not count against the term limitation.

A “Yes” vote is a vote in favor of the term limitation on the office of Mayor of the City of Menifee. A “No” vote is a vote against the term limitation on the office of Mayor of the City of Menifee. This measure will be approved if it receives a simple majority of “Yes” votes.
